His guardian angel, Mary Martin, knew something wasn't right when the county took over Carl's care and his health deteriorated. Mary fought tirelessly to get Carl back, but the county thought it was best he stay at a living care facility. Mary saw signs of abuse and reported it, but no action by the county was not taken, and Carl's well-being slipped through the cracks.
