They are not part of the strategic conversations. They don't feel listened to or that their advice is deemed credible. And they are only involved after the real decisions have been made. HR may have a seat at the table, but it is often a lonely existence because they are branded the police, blockers or quasi-lawyers. This doesn't place HR as a strategic player or as even a partner."
