Last week, NSW Premier Chris Minns announced a state-wide ban of mobile phones in government high schools. He was coming through on a long-held election promise; one that seeks to remedy a decade of declining academic performance in schools.  At first glance, you might think that teachers and parents alike would welcome this ban.
