He starts an internal investigation among his fellow officers and detectives following a killing of a low-level and seemingly insignificant drug gang member. Oswald Cobblepott's dreams come true, for a moment as he takes ownership of Fish's old club; and we really get a taste of Gabe, Oswald's right-hand man, as he acts on a favour for Jim Gordon by The Penguin.
